The country of Bhutan first introduced a plastic bag ban in 1999.

This ban was further reinforced in 2005. Due to the difficulty in implementing the ban, the country reintroduced the ban again in May 2009.

In addition to a Gross Domestic Product measurement, Bhutan also measures the Gross Domestic Happiness of its people. The ban on plastic bags was originally due to the fact that the government felt that the waste created from plastic bags was contributing negatively to its citizens’ happiness.
